CPU: AMD 3200+
1GB Twin Corsair RAM
Gcard: ATi Radeon 9800 Pro
OS: Win XP Pro

Around a week ago a m8s computer started acting up, it runs fine until you plug the network cable in (using onbaord lan connection). The hole system frezzes for a second every few seconds, and the actual LAN connection doesnt work (i.e. no acessing the net or any shared resources). Checked the performence metre in task managed and every hang shows the cpu usage going up to 60%, this occurs uniformly every few seconds.

Attempted fixes so far:
Full Virus and Addware scans
Checked the network cable (works fine on another comp)
Network settings are fine (all done by DHCP enabled router)
Formmatted windows partition and installed win xp from fresh

Try different NIC drivers.

Uh-Oh, sound very much like trojan/worm activity (what have you been downloading? fragend013.gif )
but it could be a damaged driver or mis-configuration
What procees is using the CPU at 60%? IF nothing shows I'd be very worried.
if it is something via the network

I'd start by removing and reinstalling all the network components, paying careful attention to the DHCP, gateway and DNS server settings

Also check the router setup page from another computer to see if the problem one is recoqnized as an attached device and to find it's assigned IP.
if found try pinging it.
if you have a spare nic, it is worth trying it

rin the following command at command prompt

netsh int ip reset [log_file_name]

YOU WILL NEED TO SPECIFY A LOG OR TEXT FILE!! so do the following

netsh int ip reset reset_ip.log

Now, your TCP/IP is as clean as the day you installed XP

that WILL reset all settings to default install values so any "tweaks" are GONE!
