Trying to get pictures from one phone, no service, to another phone, which ahs service. Its a Motorola V710 anyone have any ideas?

Easiest way to get the pics off the phone is to use a data cable and motorola mobile phone tools, or move all the pictures to the microSD card you can get for that model. To get them onto the other phone.. that could be where it gets tricky. It all depends on the phone you have changed to.
