In my experiences, web surfing with a PDA is limited at best. My suggestion to him would be to invest in a "cellular modem" for a laptop (with whatever provider he prefers) as the browser support on any of the current PDA's do have significant limitations.

Have to agree, web surfing fuctions of PDA's and cellphone are too limited for extensive use.
unless he only wants basic IM, very basic email, and some mapping fuctions, he should consider a laptop and cell modem/cell phone package.
T-mobile now has an unlimited data add-on plan and other providers are likely to follow

Most large truckstops have WiFI by the hour, or for free with purchase of fuel/billeting.

Short of a satcom rig on the roof of his truck, no, present infrastructure isn't there yet. Tech is, infrastructure isn't.

Cellphones will work. In some areas. But an OTR trucker is going to have trouble finding connection more often than not, particularly outside of cities and the like. Satellite will work anywhere.

I know the blackberry has a tether system where you connect through the USB and dial out through that to get to the internet through the computer. I am not sure what the service costs through the provider as the company paid for mine. This was the old Black brick style. Since then we have gone to aircards via spring and a 8830 so we do not need to tether.

Now that I mentioned it, most carriers have aircards you can add onto your account. AT&T will add it for approx $30 a month I believe but you have to buy the aircard.
