well, whenever for me...i just want to do this ASAP...
It really depends on where it is as to when the best time would be. June would work best for me, if I can get away from work and I can afford to go anywhere.
I voted for July, but mid-June would be acceptable as well. 
summer months are real bad for me as i am at my busiest between the store and greenhouse, early spring or late fall works best
