OMG what a lucky search I just had. (I found this site.)

I am wanting to get a site up using phpnuke. I would like to be able to test the page on my pc before uploading it to my domain. Is this possible?
And is there a good howto out there for a guy with no programming experience?
I have learned a few things here and there...but only by reading howtos.
